Muskoka builder Wayne Judges provides a ‘heads up’ to Muskoka landowners and homeowners that obtaining approval from the various government agencies for a building project requires more lead time than one might expect.
Each of the six municipalities in Muskoka has different requirements and approvals may also be required from other agencies including the Ministry of Natural Resources (for any work on a lake or watercourse) and the Ministry of the Environment (for septic systems). In addition, these agencies may comment on anything on the property that affects the environment – for example, deer habitat. In some cases, a Site Plan Agreement is required that specifies all the property features and is registered on title. These reviews, requirements and approvals all add up to one thing: time.
For any project that involves a builder other than the homeowner, the plans must be drawn by a Building Code certified designer, engineer or architect.
A large project (such as a new cottage, house or large addition) often requires between six months and a year before permits are obtained. If there are no Planning Act approvals required (such as variances or zoning amendments) then it could be done more quickly, possibly in six months. However, you may not know until inquiries are made at Town Hall whether a Planning Act approval is required. It is important for the builder and homeowner to know this as early as possible so that they can adjust their timeline accordingly. Dealing with an experienced, reputable builder (who can help the homeowner through the process and has access to the requisite qualified people) will help to ensure permits are obtained in a timely fashion.
